Adding contextual help to plugin and theme admin pages (Article by Justin Tadlock)

This is perhaps the least used WordPress feature. Instead of adding help instructions to readme file or separate file. We can add help instructions to the WordPress contextual help, so that it can be readily assessable by user of the plugin or theme.
